Basketball Rules


HRA BASKETBALL LEAGUE RULES

Eligibility:

1.       HRA Recreation Center members 16 years or older are eligible for this league.

2.      Team members must be current members of the HRA Recreation Center.


Player Equipment:

1.      Player must be in gym attire.

2.      No turf, black soled or steel toed shoes can be worn in the gym.  Only non-marking court shoes are permitted.

3.      The league director and game officials' decisions are final.


The Teams:

1.       Each team will begin play with 5 people on the court (minimum of 4 players allowed).  This is an open play league and there is no stipulation as to how many men or women there should be on the court at any time.


Responsibilities of the Captain:

1.      The playing captain is the only player who may address the official and shall be the spokesman of the team.

2.      The captain shall make sure teammates and opponents are eligible to play.  Any roster change must be submitted to and approved by the HRA Recreation Center before any game.

3.    No reschedules will be allowed during the season. By receiving the schedule upfront, the team is responsible for finding enough subs to play. In the event of a forfeit please notify the Rec Center at reccenter@oh.hra.com no later than 2pm on day of the game. 


Tournament/Playoffs:

 Once playoff begin, there will be no substitutions. Only players on the roster can play in playoff games and the player must have played a minimum of 1 regular season game. 


The Game:

Ohio High School Rules will apply with the following modifications:

1.       All players must sign the appropriate documents (liability waiver) to become a member of the HRA Recreation Center.  Daily guests are not permitted to play.

2.       The game will consist of two, 18 minute halves with a running clock.  The clock will continue to run except during time-outs, Officials time-outs, and injuries.  The clock will stop for all violations and fouls during the last minute of the first half and the last two minutes of the second half.  However, if the point spread between the two teams is 15 points or greater, the clock will continue to run at all times.  If the point difference is ever cut to less than 15 points the clock will then begin stopping for fouls and violations.

3.      Each team is entitled to 3, one-minute time-outs per game.  Timeouts will not be carried over into overtime in the event overtime occurs.  Each team will receive 1 timeout per overtime period.

4.      Halftime will be 3 minutes long.

5.      There will be a 5 minute grace period for each game.  Teams must have a minimum of four players to begin play within 5 minutes of the scheduled time or the contest will be declared a forfeit.

6.      Captains must have their players listed on the roster prior to the game.  Substitutions must wait to be called onto the court by the official.

7.      In the case of a tie, an overtime will be played with a cap of 3 minutes.  The team with the most points after 3 minutes will win the game. Each team will receive one timeout.  If the first overtime ends in a tie, a second overtime will be played, and will be sudden death. The first team to make a basket will win.  Jump balls will begin all overtime sessions, and the clock will stop for all fouls and violations.

8.      A game may be forfeited at any time if, in the opinion of the Official and/or League Director, there is a possibility of injury to one or both teams playing in a repeated unsportsmanlike manner.

9.      Any player that receives his 2 nd technical foul will be ejected from the contest and asked to leave the gym.  One (1) flagrant technical foul will have the same result.  Any ejected player is subject to further suspension.

10.   We will be using team fouls as opposed to individual fouls. 7 team fouls in a half will put the opposing team in the bonus and 10 team fouls will be a double bonus.

11.   The HRA Recreation Center reserves the right to ask any spectator, coach, or player to leave, or be removed from, the premises.

12.   Due to unforeseen circumstances, the HRA Recreation Center reserves the right to cancel or change scheduled times of games.

13.   Any eligibility protests must be made prior to the start of the second half of the game.  If there are any questions, the team requesting the protest should notify the Official.  Protests made after the start of the second half will not be considered.

14.   All participants, guests and spectators must follow HRA Recreation Center rules.

15.   All injuries must be reported to the league director or HRA Recreation Center staff member.  An accident form must be filled out at the same time the injury occurs.

16.   Jewelry is prohibited with the exception of wedding rings.

For every rule, there seems to be an exception.  Any such situation that may arise and is not covered in these of OHSAA rules will be considered a judgment call by the official(s) and will not be subject to approval.  At the conclusion of the game, each captain must report any injuries of team members, and must verify the score and sign the scoresheet.
