Volleyball Rules

SPRING 2020 HRA VOLLEYBALL LEAGUE RULES

Eligibility:

1.        HRA Recreation Center members 16 years or older are eligible for this league.

2.       Team members must be current members of the HRA Recreation Center.

Player Equipment:

1.       Player must be in gym attire.

2.       No turf, black soled or steel toed shoes can be worn in the gym.  Only non-marking court shoes are permitted.

3.       The league director and game officials' decisions are final.

The Teams:

1.        Each team will begin play with 6 people on the court (minimum of 4 players allowed).  This is an "open play" league and there is no stipulation as to how many men or women there should be on the court at any time. All players on the court must be ready for play. If the team is not ready at the start of the game, the penalty will be the forfeiture of a time-out.

2.       At any time during a match, a team must have a minimum of half the players on the court on their roster. If there are 6 people on the court, at least 3 of them must be on the roster for the team. If there are 7 people playing, 4 of them must be on their roster. If this is not the case, then the match will be forfeited by the team not possessing the proper amount of players. Players may be "picked up" upon the opposing captains' discretion.

3.       All players must sign the appropriate documents (liability waiver) to become a member of the HRA Recreation Center.  Daily guests are not permitted to play.

Responsibilities of the Captain:

1.       The playing captain is the only player who may address the official and shall be the spokesman of the team.

2.       The captain shall make sure teammates and opponents are eligible to play.  Any roster change must be submitted to and approved by the HRA Recreation Center before a player will be eligible.

3.       No reschedules will be allowed during the season. By receiving the schedule up-front, the team is responsible for finding enough subs to play.

The Game:

Ohio High School Rules will apply with the following modifications:

1.        All matches shall consist of 3 games. In the event of a tied game, the winner will be determined by the first team to 25 points, or a score of 2 more points than opposing team. There will be an overall cap of 25 points, or winner must win by 2 pts.

2.       Rally scoring will be used.  Games 1, 2 and 3 are won when a team scores 21 points and has at least a two-point advantage. 

3.       Standings will be determined based on the percentage of games won, not matches won.

4.       Each team is entitled to 3, one-minute time-outs per match. 

5.       Coin toss winner will be able to choose a "serve" or "side" of preference for the first game.  A coin toss will also be performed before the third game, if necessary.

6.       NEW: There will be a 5-minute grace period for the first game of the night; all other matches will be on referees' discretion. Teams must have a minimum of four (4) players to begin play. If play does not begin within 10 minutes, the team that does not have enough players will immediately forfeit game #3. If the match does not start within 15 minutes of the scheduled time, then it is an immediate forfeit for the entire match.

7.       Players may not touch the net. If a player on your team touches the net, the official will indicate a foul and point will be given to the opposing team.

8.       A game may be forfeited at any time if, in the opinion of the Official and/or League Director, there is a possibility of injury to one or both teams playing in a repeated unsportsmanlike manner.  If the team to which the game is forfeited is ahead, the score shall stand.  If this team is not ahead, or the game has not yet begun, the score shall be recorded as a Win.

9.       If a team forfeits 3 times during the season, either they will be disqualified from the post season tournament or the team will subsequently forfeit their remaining schedule.

10.   Serving: Due to shortened distance for serving area, servers will be able to serve at the black line on both sides of the court.

a.       Players in Recreational League will not be permitted to jump serve.

b.       Players in the Recreational League must keep both feet in contact with the floor through the entirety of the serve. If a foot comes up, it will be considered a fault and the serve with change sides.

                                                               i.      The exception is if a player is serving underhand, a foot may raise off of the floor

11.   Once Playoffs begin, there will be NO ROSTER CHANGES. Only players on the roster can play in playoff games. All players must have participated in at least one regular game in order to be eligible to play.

12.   If a team does not have enough players to start a game, that team may "pick up" another player(s) for that match only, providing the other team does not object to the new player(s).  If both teams agree, the match will be played and the score will stand; otherwise it is a forfeit.

13.   Players will not be permitted to sub into a game once contact has been made during an initial serve. Players will only be able to rotate in before a serving rally or after a dead ball.

14.   For substitutions: If teams have more than 6 players, they must choose 1 of the following:

a.       Sub in/out at the server position every round

OR

b.       Player must sub in/out for the same player each time (setter for setter, etc) but they still must sub in/out at the server spot

15.   Any eligibility protests must be made prior to the start of the second game.  If there are any questions, the team requesting the protest should notify the Official.  Protests made after the start of the second half will not be considered.

16.   All injuries must be reported to a HRA Recreation Center staff member.  An accident form must be filled out at the same time the injury occurs.

17.   Jewelry is prohibited with the exception of wedding rings.

Any such situation that may arise and is not covered in these of OHSAA rules will be considered a judgment call by the official(s) and will not be subject to approval.  At the conclusion of the game, each captain must report any injuries of team members, and must verify the score and sign the scoresheet.
